Component 100 of the CARICOM Trade and Competitiveness Project (CTCP) will be launched in Barbados on Monday, February 6.

Minister in the Office of the Prime Minister, Senator Darcy Boyce, will deliver remarks at the launch, which will get under way at the Island Inn Hotel, Aquatic Gap, St. Michael, at 9:00 a.m.

The project is a Contribution Agreement between the Government of Canada and the Caribbean Community, which was signed in October 2007 for the CARICOM region. The 12 CSME participating states and Haiti are involved in the Project.

It provided CDN$10,884,500 to the Community as a contribution towards the full and efficient functioning of the CARICOM Single Market and Economy (CSME). A special separate arrangement within the agreement focuses on Haiti’s participation in the CSME.

The main focus of the CTCP is Component 100. This Component studies the full operation of the CSME in each Member State. It involves an in-depth review of the implementation and functioning of the CSME in Barbados.

The launch on Monday will commence this work in Barbados and serve to introduce the consultants to the National Committee which oversees the project.

Effective implementation of the Project started in May 2008, with the first meeting of the Project Steering Committee. National Coordinators were identified by each Member State and these officials met for the first time to organise the project in September 2008.

The CTCP comprises three regional projects and four national projects executed in each Member State – involving over 40 teams of consultants. The three regional projects are: Component 100: Harmonisation of Administrative Practices and Procedures; Component 200: Licensing and Certification; and Component 300: Enhanced Stakeholder Participation.

Projects under Components 100 and 300 are both local and regional.?? Therefore, each of the CSME states undertakes consultancies at the national level under these components.

One national dimension of the CTCP – Enhanced Stakeholder Participation – was launched in June 2009.??Three teams of consultants worked on this component in Barbados between July 2009 and August 2011. These reports on Gender, Information Flows and Environmental matters are now being finalised.
