A new director has been appointed at the Child Care Board. She is RoseAnn Richards, an attorney-at-law with more than 20 years of professional service in social work.

She brings a wealth of knowledge to her role, having worked as a Social Worker with the Welfare Department, and a Guidance Counsellor at the Alleyne School. Ms. Richards was also a Community Relations Specialist in the Project Unit of the Urban Development Commission.

Her career path has seen her spending five years in the British Virgin Islands as a Senior Social Worker and Head of the Family and Children Services Division, Social Development Department.

Additionally, Ms. Richards has served in the former Ministry of Social Transformation (Barbados) as Deputy Director of the Bureau of Social Policy, Research and Planning, where she assisted in the overall management of the Bureau, providing management support and leadership in the design and conduct of research into social issues, in order to enable the planning and development of social policies and programmes.

Ms. Richards possesses a Bachelor of Law degree (with honours) from the University of the West Indies, Cave Hill Campus. She completed the Legal Education Certificate at the Norman Manley Law School in Jamaica in 2010, and was admitted to practise as an attorney-at-law in the same year.

The new head of the CCB also holds a Bachelor of Science degree in Social Work (Upper Second Class Honours) from the UWI Mona Campus, and a Master of Science degree in Social Policy and Planning for Developing Countries from the London School of Economics.

Her legal career has seen her concentrating on matters relating to the family (particularly children and the elderly), labour and property law.

Ms. Richards was a part-time lecturer and tutor in the Department of Government, Sociology and Social Work of the Faculty of Social Sciences, Cave Hill Campus.

Keen on enhancing community life and providing support to persons in need, she has worked with several organisations whose mandates align with her passion.

Ms. Richards is also a Board member of Parent Education for Development in Barbados (PAREDOS) and is a regular facilitator of the association’s parenting classes.
