There is a need for greater efficiency and effectiveness in both the public and private sectors.

This is the view of Parliamentary Secretary in the Prime Minister’s Office, Senator Irene Sandiford-Garner. She was delivering the feature address to open a five-day Pan-Commonwealth workshop on "Managing the Global Crisis: Public Sector Reform through Business Process, Re-engineering and Leveraging Information and Communications Technology", at Accra Beach Resort.

Senator Sandiford-Garner stated: "The need for an entrepreneurial culture, characterised by efficiency in all places of work, is greater now than ever before. I believe that there are certain fundamental changes that are necessary if we are to survive and prosper as a nation and as people in this region."

The Parliamentary Secretary said: "First, we have to change our attitude towards work in both the private and public sectors. We have to learn that for every right there is a responsibility. Where ever we work, productivity and quality should be our major responsibilities."

She added: "Secondly, we have to change from perceiving our customers as passive consumers and recipients of services to active clients who have rights and choices. "Third we have to review and re-engineer our management and production processes.

She urged both sectors to constantly review the systems?? put in place, adding: ??"We have to master the new technology … we have to monitor and evaluate whatever we do in an effort to correct mistakes, record successes and build on good practices."

The government official indicated these changes were imperative for a small country such as Barbados to survive and successfully compete in the global marketplace.
