If this country is to achieve its true potential, then any bureaucratic inefficiencies which exist must be eliminated.
This was stated by Minister of Finance and Economic Affairs, Chris Sinckler as he addressed the 185th anniversary luncheon of the Barbados Chamber of Commerce and Industry today at the Lloyd Erskine Sandiford Centre.
Mr. Sinckler said that although some public sector organisations and entities had been serving the country well over the years, some of them had become "wholly inefficient in service delivery, extremely costly to maintain and weak in some managerial and operational systems".
"This is not to say that they have bad managers, but at a system and structural level several can no longer effectively deliver to the public that they are supposed to serve," he noted.
…"We have to change this. We cannot continue as a country to allow this situation of inefficiency and ineffectiveness in public administration whether central government or through para-statals to continue unaddressed," Mr. Sinckler observed.
He said Cabinet had agreed that change was necessary and "must come for the entire system, if we are to maintain our forward thrust to becoming the most effective facilitator of economic and social development in the developing world."
However, Mr. Sinckler maintained that this change would "involve the labour movement, wider civil society, including the opposition, and of course you in the private sector."
He said his ministry had already begun the process of reform of agencies under its remit so as to "vastly improve the business culture in Barbados".
The finance minister also added that a complete review of government’s expenditure systems was also on the cards as a means to eliminate wastage and better allocate resources.
