It is with a sense of profound regret that I learned of the passing of Sir Richard Haynes, who has made a sterling contribution to the development of health care in Barbados.

Sir Richard had a long and distinguished career as a medical practitioner, serving as senior physician specialist, Head of the Department of Medicine, and private medical practitioner.??

Sir Richard was instrumental in the introduction of many innovations which improved health care delivery in Barbados.?? Among these was the setting-up of the first medical intensive care unit which modernised the care of the critically ill and introduced modern technology to the Queen Elizabeth Hospital (QEH).?? He also oversaw the introduction of improved post graduate training for doctors and was the Chairman of the Medical Staff Committee.?? Sir Richard’s work extended beyond the shores of Barbados in his role as an Advisor to the Pan American Health Organization.

One of Sir Richard’s most important contributions to the health sector was his Chairmanship of the Commission of Enquiry into the Queen Elizabeth Hospital.?? The Report of the Commission strategically charted a path for the future development of the QEH, including the framework for the structure of a Board of Management for the institution and the establishment of the Fast Track Service at the Winston Scott Polyclinic.??????????????

In 2003, Sir Richard was honoured for his long and distinguished service to Barbados in the field of medicine and his other contributions to the political development of Barbados when he received one of the highest honours of this country, Knight of St. Andrew, culminating in the naming of the Boardwalk in Hastings in his honour.

??Sir Richard was a dedicated medical practitioner, teacher and medical administrator.?? He served his country with distinction and made an invaluable contribution over his long career to facilitate the creation of the very best conditions for the delivery of health care in Barbados.

On behalf of the Ministry of Health, I would wish to offer condolences to Carol, Lady Haynes, the entire Haynes family and his wide circle of colleagues and friends.??
