Barbados now has a new Honorary Consul of Spain. She is Mandy Chandler, a former Corporate Services Manager of the offshore company, Cindus Group Limited.

Ms. Chandler received her Exequatur and Commission of Appointment today from Chief of Protocol, Hughland Allman, at the Ministry of Foreign Affairs and Foreign Trade.

An Exequatur is a written recognition of a consul by the government of the state in which he or she is stationed giving authorisation to exercise appropriate powers.??A Commission of Appointment is an instrument issued by a country authorising a person to act on its behalf.

Ms. Chandler, in accepting the instruments and her new role, said she was looking forward to representing Spain and welcomed the opportunity to foster a relationship between the two countries in the areas of commerce and investment.

Honorary consuls "function as quasi-representatives of foreign governments", when they do not "have enough bilateral activity in the host country to merit the full- fledged establishment of an embassy or consulate".?? Therefore, in the absence of diplomatic or consular missions, honorary consuls may provide assistance to distressed nationals of their representative countries, issue visas, or take the lead in the implementation of bilateral initiatives, particularly in the development of commercial linkages.
