Barbados’ Technical and Vocational Educational Training (TVET) Council is assisting countries within the Organisation of Eastern Caribbean States (OECS) to strengthen their respective technical and vocational education and training systems.
This was disclosed by TVET Council’s Executive Director Henderson
Eastmond yesterday, as he addressed the start of a one-week Master Assessor Training Workshop organised by the Council on behalf of the St. Vincent and the Grenadines’ (SVG) Sector Skills Development Agency.
Mr. Eastmond expressed his appreciation for the opportunity to partner with fellow stakeholders in regional TVET systems, noting: "We are all engaged in this fight across the region. The TVET Council’s mission is to drive the competence-based education and training (CBET) and assessment methodology on which the National and Caribbean Vocational Qualifications (N/CVQs) programmes are based."
He stressed that the more people had NVQs and CVQs, the more regional
Governments and the private sector would have to utilise them. The TVET Council is also partnering with Grenada and St. Kitts to help develop their capacity to implement competence-based TVET systems.
In addition to the Master Assessor Workshop, the Council is also assisting in the delivery of Assessor Training Workshops which are aimed at both educators and persons who are practitioners in their respective occupational areas.
The Master Assessor Workshop instructs educators how to train individuals with occupational expertise to conduct competence-based assessment. These assessors are appointed by approved assessment centres to determine the competence of candidates enrolled in the NVQ and/or CVQ programmes.
The N/CVQs are work-related certification that exists at levels one (i.e. entry level occupations) to five (i.e. senior management level occupations) and are awarded by the TVET Council and other CARICOM-approved National Training Agencies. The Caribbean Examinations Council (CXC) awards the CVQ Level 1 in secondary schools.
Persons who demonstrate competence when assessed against approved occupational standards, which are determined by industry experts (i.e. practitioners and employers), are awarded an NVQ or CVQ, with the latter serving as the regional equivalent of NVQs.
