Government is inviting tenders from eligible firms to undertake a consultancy to develop a policy framework that is capable of enhancing the potential of Information Communication Technology (ICT) as a tool of national economic development.

The consultancy will entail the delivery of a comprehensive institutional framework for the ICT sector that would outline the necessary operational arrangements that are required for the effective implementation of the National Information Communication Technologies Strategic Plan of Barbados.

It will also facilitate an action plan that will "promote research, innovation and the adoption of ICT, including a timetable, time-bound performance indicators, institutional roles, responsibilities and indicative budget".

The action plan will also create a highly skilled local ICT human resource base and rationalise ICT infrastructure and management across the public sector.

Copies of the Terms of Reference in the specific components of the consultancy, may be obtained from the Ministry of Economic Affairs, Empowerment, Innovation, Trade, Industry and Commerce, Reef Road, Fontabelle, St. Michael, from Monday to Friday, between the hours of 8:15 a.m and 4:30 p.m.

Interested firms will be required to submit two copies of proposals marked "Technical Proposals and Price Proposal" in separate sealed envelopes, and must be submitted in one large outer envelope marked "Technical and Price Proposals for Consultancy Services for the Attainment of?? Performance Indicators in Respect of an Information and Communication Technology Capacity and Infrastructure".??
