As part of its extensive investigation into the nationwide electricity outages of November 2019, the Fair Trading Commission has commenced the review of supplementary documents submitted by the Barbados Light and Power Company Limited (BL&P).

These additional documents were received subsequent to the BL&P’s issuance of its response to the Commission’s Preliminary Findings Report, which was completed in  June 2020.  The BL&P’s more recent submissions are critical to the Commission’s assessment of the conditions that contributed to the outages. Therefore, this information will be incorporated into the final Findings Report, which the Commission continues to work assiduously to conclude.

The Commission’s investigation involves the review of the circumstances which contributed to the outages, as well as the mitigation measures engaged and response undertaken by the BL&P. The Commission is also assessing whether the occurrence of the outages breached the Utilities Regulation Act, CAP. 282 or any other law which the Commission administers; or the Commission’s BL&P Standards of Service Decision   2018-2020.

Matters related to service delivery, damage claims and customer compensation are also being considered.
